UCF College of Medicine Health Affairs Legal Team is responsible for a variety of functions and initiatives, including Legal and Compliance; Strategic Initiatives and Partnerships; and Healthcare transformation. The department is overseen by the Senior Associate Vice President for Health Affairs and Deputy General Counsel, Jeanette Schreiber.

The Health Affairs Legal office is located at the Lake Nona Health Sciences campus and operates in conjunction with the University Office of General Counsel. The team provides legal and related support for all areas of the College of Medicine, including senior administration, faculty, and staff. They also provide support for legal and strategic issues related to the Academic Health Sciences Center and other health interests of the University.
The team provides oversight and management for all College of Medicine-related entities/DSOs including the Central Florida Clinical Practice Organization, Inc. (CFCPO); UCF Academic Health, Inc. (UCFAH); the UCF COM Self Insurance Program (SIP); and other affiliates such as the UCFAH-HCA joint venture Central Florida Health Services, UCF Lake Nona Medical Center and UCF Lake Nona Cancer Center.
The Health Affairs Legal Team represents the College in legal and regulatory issues and activities and coordinates government relations activities for the College with University Relations. They develop and oversee the College’s and UCF Health’s compliance and risk management programs including policy development, annual trainings, managing incidents and supporting compliance with university gifts policies. Additional compliance activities include HIPAA privacy and security, Industry Relations, and Code of Ethics and Conduct. They oversee and manage Self Insurance Program issues such as professional liability coverage for faculty, residents and students. The team assists with responses to incidents and claims with SIP, and coordinating other property insurance and risk management issues.
The College of Medicine Health Affairs Legal Team oversees and supports building partnerships, joint ventures and strategic development to carry out the clinical, educational, research and community service missions of the College. The team coordinates strategic development for the College’s clinical enterprise, including planning and launching of new initiatives and affiliations, and facilitates emerging programs and partnerships.
In addition to addressing ongoing agreements and projects, the Health Affairs legal team responds to questions and issues and provides support on everything from audits and investigations; incidents and liability concerns; issues regarding faculty, students, residents; Medicaid and Medicare certifications; HIPAA training and support; and compliance and conflict of interest questions to managing and moving forward the College’s complex joint ventures and major projects.
The Health Affairs Legal Office is also home to HealthARCH, a multidisciplinary COM program that serves community physicians and providers and health care networks across Florida in implementing best practices in quality of care and operations and transforming healthcare payment and delivery.
